THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Viscount Morley, forwards herewith, for the information of the Secretary of State, copy of a telegram from the Viceroy, dated the 28th October, 1910, relative to the Burmali-Chinese frontier.

October 28, 1910. YOUR telegram, dated the 20th October, regarding Burmah-China frontier. We have not overlooked the consideration mentioned in the concluding portion of your telegram. In Mr. Rose's memorandum of the 24th May, 1910, copy of which was enclosed in letter of the 14th July, 1910, from Secretary to the Government of India, Foreign Department, the fact of Japanese officers being present with Chinese modern troops in Yunnan was mentioned.
